California's assigned-risk / residual market

An employer that can't secure workers' comp in the standard market can still get covered through California Workers' Compensation Insurance Plan (administered by the WCIRB); State Compensation Insurance Fund (SCIF) is the insurer of last resort. We market your risk to voluntary carriers first and turn to the residual market only as a last resort.
